Water is the soul of survival, the source of civilization, the element of ecology. With the development of society and economy, the demand for water resources whether in quantity or quality become more and more high. Water shortage and water environment pollution, undoubtedly intensified the prominent contradiction between water supply and demand, restrict the healthy development of economic and social seriously. Therefore, conducting optimal allocation research of water quality and quantity to promote sustainable economic and social development has profound theory and practical significance.Based on the detailed analysis of water resources situation and the water supply system in Zhongmou county, water supply and demand of Zhongmou county in the year of 2015, 2020 and under different assurance rate(50%, 75%, 95%) was predicted according to the situation of water resources utilization and water saving potential of Zhongmou county. Based on the theory of water resources optimal allocation, and comprehensively considerate the water resources and water environment benefit to build the optimal allocation model of water quality of water on the basis of water-saving potential of Zhongmou county, in order to realize the coordinated and sustainable development of water resources with the social, economic and eco-environment. The method of multi-objective genetic ant colony hybrid algorithm(MOGACHA) is used to solve the configuration model, through analyzing the result of the model and configuration result, it got the following conclusions:(1)The optimal allocation of water resources takes full consideration to the eco-environmental water requirement and water quality factors. Through analyzing the result of water quantity configuration, water shortage degree, configuration effect and the practicability of configuration model, proving that the configuration model and the processing of its parameters and constraint condition are feasible, and configuration result is also reasonable, realizing the unity of water quality and quantity and comprehensive benefit maximization of social, economic and eco-environment, promoting the sustainable utilization of water resources and the sustainable development of economic and social as well.(2)The targets of social, economy and eco-environment of water resources optimal allocation are competing, and could not have reached the maximum at the same time. But system coordination degrees are all greater than 0.8 from the configuration results, which could coordinate the water competition problems with different departments effectively.(3)With the development of society and economy, water demands of Zhongmou county in different planning target years are increasing, but the number of available water resources that could satisfy the requirement of water quality is limited. Because of the setting of model parameters, domestic water and eco-environment water are both met, department of water shortage are mainly concentrated in agriculture, industry and tertiary industry, but Zhongmou county can achieve basic balance on the whole.
