This paper is subject to the monitoring and controlling system of igniting without oil in Jilin Thermal Power Plant and the monitoring and controlling system of coal slurry combustion instead of Oil combustion in Liaohe Oil Field. It focuses on the research of the monitoring and controlling system. The research includes the design of the system , deciding the way of controlling , the design of hardware and software, the installation and debugging of the system.The characteristic of the boiler burning coal slurry must be considered in order to design the monitoring and controlling system. So the theory of intelligent PID control is adapted to design the control loops. Because the temperature control has several characters such as lag, no linearity, etc, the way of using the theory of fuzzy Control based on intelligent PID control is about to be adapted. Each of the Monitoring and Controlling System has realized program autocontrol.The monitoring and controlling system in Jilin thermal power plant is constituted by a computer, a programmable logic controller(PLC), and thermal power engineering signal sensors, sender, controller, etc . But the monitoring and controlling system in Liaohe oil field is constituted by meter, PLC, and thermal power engineering signal sensor sender, controller, etc. The paper also pays attention to how to select the hardware , and how to restrain disturb.This paper contents software development of PLC and PC. The software for PC developed by Visual C++ proves to be effective and friendly to operators, which can realize many functions such as process display, list-display of operation parameters, alarming, history querying, automatic creation of worksheet, and trend monitor, etc. The software for PLC programmed by STEP 7, which can successfully detects signals and controls the loops.The way of installing and debugging an automatic control system is also included in this paper. The prospect of monitoring and controlling system is also introduced at the end of this paper.
