The concrete watertight wall is a kind of water conservancy engineering structures which is widely used and very important, and it can be classified as normal concrete and plastic watertight wall. A design example is introduced in this paper where the concrete watertight wall with low elasticity module is used to strengthen the earth-rock dam of Qing Shan reservoir, and it is a new type of concrete watertight walls whose elasticity module and crush strength of its wall material lie between normal and plastic concrete.In this paper, the stresses of concrete watertight walls with different elasticity modules are calculated, according to deformation compatibility and boundary conditions of watertight walls and soil layers around, and some factors such as durability of walls are considered, the optimal wall intensity and the corresponding elasticity module are determined, thereby the mixing ratio of wall material can be ascertained by test. During the course of stress calculation, the concrete watertight wall and the soil around are supposed to be linear elastic material, the onsolidation of dam is supposed to be completed before the watertight wall is constructed, the contact element is adopted to simulate the interface between the dam and watertight wall, and the completed before the watertight wall is constructed, the contact element is adopted to simulate the interface between the dam and watertight wall, and the influence towards the stress of watertight wall when water elevation changes is calculated by FEM.
