Works stated in this thesis are completed with a practical project "Digital Substation System Based on WebGIS", which are brought forward the concept of the ''Digital Substation" according to the "Digital Power of Henan" spirit. It accumulated all informations and functions for substation management to a high degree system based on the WebGIS platform. It can send out the expert hint or help to complete more management work while complete the daily tasks based on the Real-Time sirutation. Popularly speak, work is to establish the so-called substation information management system. This thesis is the important scientific project of the Henan Power Company.The Digital Substation System(for shorts DSS) is a high degree integrated information system based on WebGIS, which take the substation management information as masterstroke by connect to SCADA system and MIS system. It intergrated substation geography information, Real-Time data and equipment database as a whole system, as a result, place data and attribute data can be record, manage, inquire, inspect and maintain through the system.WebGIS can manage place data. SCADA system has Real-Time information. MIS can manage attribute data, substation management hint the connection of different data. Therefore, DSS joint all information of substation according to the management request of running system in order to completely manage the equipments.Based on the characteristics of the obvious geographic distributing characteristics of substation, the subject introduce the conception of WebGIS. WebGIS can not only connect map factor and attribute factor but also dynamic the connection. The system connect graph with database to realize data inquiry, management and analysis by adopt the JAVA Applet method and ActiveX method.Electric paper drawing is the main source of space data which can decribe thegeography distribute of substation in the system. First, paper drawings are scanned and turned to digital information by the software tool- Mapinfo Professional 6.0. Second, the data are orientated by orientation instrument. Thirdly, they are handle from WebGIS server and present as a vectorgraph.Attribute data can describe style and explain the substation equipment which contain the attribute information. Attribute data of the system involve the substation equipment information, equipment account from Real-Time information of SCADA system and note or report forms of substation daily management. Substation equipment information can be obtained by shareing MIS equipment store room, Real-Time information of SCADA system can be obtained by meeting mode, transfering Real-Time function mode or TCP report text mode after promise the same meeting standard. Attribute data that substation manage need can be obtained by keyboard input or auto programme update.The system adopt the large database system of Oracle, which based on the advanced structural Single Query Language( SQL). Attribute data is manage by relationship database, which is not exactly suitable for space data because of its characteristic of space distribution non-structural, space relation, mass-capacity. Therefore, GIS systems mostly adopt mix management mode of document and relation database in space data and attribute data, that is, document system manage geometrical graph data, database management system manage attribute data, they are linked by target mark or inner code. Graph interface and file manipulation can be dealed as a whole because the GIS is programmed by high programme language and can directly manipulate the data document under this kind of management mode. GIS can directly control attribute data through high programme language C, then, attribute data can be display or inquire by SQL sentence. After the detrusion of Openning Database Connect Agreement(brief name ODBC), attribute data can be connect with database management system under the meeting software of GIS and ODBC.The system has the abundant graph function, it can display geography scene of shangqiu power substation by layer through m...
