With the rapid development of modern navigation technology, vessels tend to be huge-sized, high speed and professional, seamen on board become multinational. Transportation in certain area is becoming ever- increasingly busy. Though the level of modern navigation equipment and technology is much better than before, human factor is still the main reason to cause accidents. The complementation of STCW Convention 1995 revision and the ISM code have reduced the occurrence of the accidents resulting from human factor to a certain degree, nevertheless, human factor will still be the significant point in research. Since many people approved that the occurrence of marine accidents mostly due to human factor, they imagine that as long as the seamen in shipping companies mastered the marine knowledge well and acquired enough technical ability, and on this basis, if only they could combine to establish the related operation procedure and provision, the ship would be guarantee to be safe. In fact, in addition to those factors mentioned above, the functions of the working attitude and the common knowledge of team- working are also very important for the safety of the ship. Bridge Resource Management ( BRM)therefore emerges, as the main method to solve human factor problem.Bridge Resource Management consists marine safety theories, team-work, work attitude, management technique and the actual training on special scenes, etc. Based on the study on human factor, the author developed a multi-media assistance system software for BRM teaching according to the leading thought of BRM. The author also established the construction of the integrate skill and evaluation system of that.The article organizes the writing material focusing on all above and is mainly divided into five parts: the first part contains the outline of the article; the second part studies human factor and the relationship between human factors and BRM; the third part introduces the purpose of BRM and the construction of integrated skill of it; the forth part analyses the multi-media assistant system software of BRM in details; the fifth part establishes the evaluation system of the integrated skillapplying the AHP; the sixth part is the conclusion of the article.
