The effective evaluation of standoff air-to-surface missile is a complex problem. It is important during the process of life cycle cost. Based on the characters of missile and the requirements of attacking mission, we have analyzed, simulated and evaluated the system effective of standoff missile system. The emphases of study are precision, effective and effective-cost ratio. The primary content as follows:The paper has simulated the complete trajectory of standoff missile. Taking the television roommates control missile as background, we have studied the missile's models of dynamics, kinematics, command and target movement. The whole flying process has been simulated and analyzed.The route planning of standoff missile can bring very important influence on penetration of missile down to accomplish mission. Based on studding the anciently methods, we bring forward that applying the Bayesian optimization algorithm (BOA) deal with the route planning problem in the paper. The paper has studied the mechanism of BOA, built the mathematics modeling of route and gained the optimization result.The standoff missile's flying test often is small samples because of the new technique has been employed broadly. According to the test data and test requirements, the paper has brought forward two test schemes based on circle probability error (CEP). One is sequence testing, another is non-sequence testing. We have built the optimization model and made analysis and simulation. A serial of indexes has been obtained.The effective evaluation of standoff missile correlate with launch platform, missile guidance, damage capability and jam factors. The paper made use of WESIAC method evaluated the system effective. We have gained the capacity matrix through fuzzy Petri net based on gained the power assignment employed AHP for the first time. In the paper we give out the detail rules and algorithm. The simulation results have showed the practicability, validity and particular merits.The cost analysis of standoff missile is one part of important content of system analysis. We have analyzed the cost decompose structure and radial based function neural network's merits and characters. We have brought forward the cost forecast method applied RBF net. The forecast method has been built detailed. The example validated the precision and veracity.
