The performance of the distribution network, the end of the power network directly connecting the power users, plays a significant role in the service of the people's normal life and the operation of the national economic. Due to the influence of economic development and the improvement of people's life quality, the requirement of the distribution network are not singly the stricter standard for reliability and quality of power supply, but also the comprehensive factors taken into consideration, e.g., the cost-benefit analysis of the distribution network involving construction and operation, the responsibility in environment protection.The planning of the distribution network, as the primary link of the whole process of distribution network development, will directly affect the following parts consisting of all the aspects of construction and operation of the distribution network. The appropriate analysis and decision for the distribution network, based on scientific and reasonable distribution network comprehensive evaluation system, poses significant sense in improving the level of distribution network planning. A complete evaluation system of distribution network planning consists of the index system, index standardization and comprehensive evaluation method.With the rapid development of power grid construction, the problem of poor economic benefit gradually emerges, resulting from factors such as short lifecycle and low efficiency of equipment in the traditional economic management mode. Aiming at coordinating the relationship of security, efficiency and economy, improving the quality of assets and economic benefits, and bearing the social responsibility, this paper introduces the life cycle cost(referred to as LCC) concept, to establish the more comprehensive index system, on the basis of combing and complementing the existing index system from "Power Grid Planning Index System Research Report of Guangdong Grid Co", combined with evaluation index system based on LCC from China State Grid Corp, and increasing the strategic layer of controllable risks.This paper puts forward a set of relatively complete index standardization method. According to different expect of index from decision makers, and the difference of the index attribute, the index are classified into several categories, and then normalized with the scoring functions corresponding to different categories. The parameters of the scoring functions are based on the relevant standards and expert experience. The proposed evaluation index standardization method reduces the subjective randomness of evaluation, and improves the scientificity and rationality of index score.Furthermore, the paper proposes a comprehensive evaluation method based on interval analytic hierarchy process with group decisions. Due to the heavy work for the experts and the probable non-consistency of the judgment matrix in the construction of judgment matrix of traditional analytic hierarchy process, this paper proposed a new judgment matrix construction method with complete consistency based on exponential scale, greatly reducing the times of pairwise comparison judgment and avoiding the consistency check. Considering the fuzziness of people's judgment, interval analytic hierarchy process was introduced and improved, making it more accord with people's thinking habits. Combined with needs of the actual work, expert decision-making level weight and time weight are introduced to facilitate the consensus of different experts' decisions, and measure the rolling development process of planning, respectively. Finally, distribution network planning is evaluated in the fuzzy comprehensive evaluation method, with the result of grade membership and specific score, in the qualitative and quantitative aspects, respectively.In the end, the result of case study shows that the proposed comprehensive evaluation index system is scientific and reasonable, and the proposed comprehensive evaluation method is of practical value.
