The continuous increase of air transportation and the expansion of airports bring up higherdemanding of airport surface operation and controlling. To guarantee safety of surface movements andimprove the efficiency of airport operation under all weather conditions, it is extremely necessary tobuild up the Advanced Surface Movement Guidance and Control System. This paper focus on the routeplanning of the surface aircrafts as well as the designing and realization of the route planning and3Dsimulation system based on Java3D.This paper first anlysised the functional requirements and frame designing of the system based onICAO’s Doc9830, brought up a two staged scheduling general framework for route planning, and aframe of airport surface3D simulation. Secondly established a surface operation model with thePetri-Net theory, based on the airport surface structure model. With the surface operation model, thispaper realized the static and dynamic route planning algorithm. The static route planning algorithmcalculated the taxing time from origin place to other places first, then the algorithm backtracked fromthe destination place and found the less increment route as static routes solution. Then, this paper gavesurface operation controlling criterions, and transfers the conflicts among aircrafts on surface into staterestrictions of Petri-Net, in order to fulfil the surface operation model with the airport operationstandards. Lastly, with the static planned routes as as feasible solutions and surface operation model, thedynamic algorithm calculated the critical events trace which fit the surface operation controllingcriterions and gave the time windows of the aircrafts, with the time windows of the aircrafts, theaircrafts delay time during taxing can be calculated and the dynamic algorithm chose the route withshortest delay as dynamic route solutions, passed it to the arrival and departure aircraftsThe airport surface3D simulation system made the3D scene models with3DMax and organized intree model. Also, the simulation system produced the simulation aircrafts fluid and distributed plannedroute for each aircraft. Besides, the system passed the real time running information to the surfacecontrol and guidance system and received the feedback instructions to adjust the aircrafts runningposture, until the simulation on the surface is finished.
