Power distribution planning is a complex task in which planners must ensure that there is adequate substation capacity and feeder capacity to meet the load demands. Decisions such as allocation of power flow, installation of feeders and substations, and procurement of transformers are costly ones which must be evaluated carefully. This paper provides a review of research problems as well as models related to the planning of substations and distribution feeders.The paper presents a new mathematical model for the optimization of transformer capacity, conductor size, number of transformers and substations, considering the characteristics of distribution system. This model can be used to establish the principles of network planning. In the model the objective function includes all the costs of the distribution systems. The genetic algorithm is used to minimize the objective function considering the technical constraints. The results of a computational example show that the method is effective.Considering that the present distribution planning method can not meet the practical demand of planners, this paper presents a new planning assume based on Geographical Information System (GIS) technology. Introduces GML conception and uses it into power GIS system. Introduces an advanced application system, which is consisted of the geography data subsystem based on GML and the CM data subsystem, visualized by SVG graphics. With GIS, the planning procedure can be more interactive, the planning result can be more visible, the planning update can be more flexible.
