Distribution Network Planning is an essential part in the reconstruction of Power Network. As the connection between transmission network and consumers facilities, Distribution Network has been paid more and more attentions to its planning. The research of planning methods has been developed from the initial plan comparison, mathematical optimal algorithms to the modern heuristic algorithms which are quite popular in recent years. In view of the characteristics of Distribution Network Planning, this paper studied the methods of Particle Swarm Optimization (PSO) and Ant Colony Algorithm (ACA) based on GIS. The purposes are enhancing the quality of Power Network Planning and to meet the needs of the development in Distribution network construction. The main work includes:(1) Geography Information System is a computer information system, which can collect, manage, inquiry, analysis, operate and performance the geography related data. It provides the important support platform for the analysis and the decision-making. This paper used GIS to manage the spatial data and the attribute data, and made use of its spatial analysis function to plan for substation location. That can make the programming work more intuitive and perspicuous. The plan result tallies with the project reality.(2) Using Particle Swarm Optimization solves the problem of optimal planning for substation locating, and making use of the inertia weight dynamic adjustment strategy to balance effectually the global and local search ability, thus improve the capability of PSO arithmetic greatly. In the process of substation locating and sizing for the distribution network, considering the influence of Geographic Information System on the substation site, the graph of conformable substation constructed district is dealt with code to store by the data form, results indicates that this method increased the probability to get the best of all solution in the process of substation optimal locating and quickened the constringency speed. The planning realizes visual by GIS.(3) In the premise of possible substation locations, Rough Sets-Fuzzy Recognition theory was put forward in view of many indefinite fuzzy quantities in substation selection locating. According all factors influencing the site selection, the concept of importance of attribute in Rough Set-Fuzzy Recognition theory was used to determining attribute weight in evaluation of substation locations, and the fuzzy pattern recognition theory was applied in decision-making indicators of sites and methods of evaluating sample data. The results indicate that optimal order of candidates was consistent with the actual project choice result.(4) Structural optimization of Distribution Network is a complicated nonlinear combination optimization problem. The modern heuristic algorithms as new intelligent optimization developing algorithms have been gradually applied in this domain. But its performance such as calculating speed and convergence is not satisfying. An improved ant colony algorithm (ACA) is introduced in this paper. It controls the process of positive feedback by dynamic adjusting pheromone evaluation. This method increased the probability to get the best of all solution in the process of network optimizing program and quickened the constringency speed. According to the radial feature of Distribution Network, this paper used the Minimum Spanning Trees to represent the solution so that radial checking procedure was avoided. The computational efficiency of this algorithm was greatly improved. The sample showed that iterative times of improved ACA are obviously fewer than ACA's on the same parameters. The results indicate that this method increased the probability to get the best of all solution in the process of power network optimizing program and quickened the constringency speed.
