The work for flood control is very important both in our country and in the world. And the decision-making is the most decisive stage in flood control work. There is no model of decision-making analysis and evaluation in the flood control in our country. Which is scientific, reasonable, just and with our own characteristics. This leads to the work of decision-making analysis and evaluation in the flood control unscientific, not standards and not frequently. And affects the decision-making qualities in the flood control. There is very important practicality and theoretical significance of analyzing the decision-making and founding the model of decision-making evaluation in flood control.Analysing the overall situation of flood control, adhering to the concept of scientific development, guiding by the modern theory about public administration and public policy evaluation, the thesis searched the characteristics, ways of the analysis and evaluation of the decision-making in flood control. Through three case studies, it shows that the system of decision-making analysis and evaluation in our country. The system is scientific, Reasonabhe and just, It reflected the decision-making real level in three case and is helpful to improve the work of flood control.The thesis bring forth new ideas in three points. First, it made the decision-making in flood control as an object of study. Which is a new realm. Second, the thesis used all of ways about analysis and evaluation of decision-making in public administration, founded the system of decision-making analysis and evaluatian in flood control with Chinese characteristics. Third, it summaried the experiences and put forward suggestions in flood control.
