Along with the continuously developing of our military information technologies, real-time communication has been becoming one of the most basic services for many military communication systems, such as real-time air or navy duty, real-time corps-deploying situation, and etc. However, because of the complexities of the technologies involved, and shortness of general planning as well, the most current development are still low-level. Some commercial products like ICQ, MSN and etc., have so many limitations to use, such as conflicting with the military network security mechanism generally, having no API, not being able to be integrated with other C4I softwares. By the way, they are also commonly founded on C/S mode, which takes huge computing and human resources. All the things provide this study with profound importance.This thesis aims at completing three main tasks. The first is setting up a standard real-time communication developing platform to support developers. The second is implementing a subsystem, which transfers voice data on IP network, and it is generally called a VoIP(Voice over Internet Protocol) system. Although its main intention is to transfer human voice, it can actually take fuller use of the global resources over Internet and connected computer network, and provide many other valuable applications such as fax, video and data-transfer services. The third is developing a real-time production, to be directly used by ordinary users and to verifying the develop platform.The thesis makes five major contributions as follows:Firstly, the thesis analysises the theory, key technologes & design rules of VoIP on the basis of presenting the concepts of real-time communication, and discusses the RTP/RTCP protocols into details.Secondly, the thesis designs and implements a real-time general data transporting service with a full accordance with IETF RFC 1889 documentThirdly, the thesis Completes a P2P VoIP subsystem based on the service implemented, andshowns its designing and implementing procedure with main sourcecodes.Forthly, the thesis set up a standard real-time communication developing platform for the real-time application developers.The final contribution of the thesis is a real real-time production based on that platform, which is the production of our work group.When the whole project is finished, the products are tested in the campaign department and Sanjian training basement, users give high appraise, claiming that it provides the just functions needed, and is appropriate to be spreaded in military forces. It then takes part in software intercourse held in Feb 2005, and is prized with the "Valuable Projects" .
