The key point of making Guangzhou port to be a Triton of the minnows in Pearl River Delta is to improve the level of port service. But by the deepening of the main channel of Guangzhou port and the constructing of New Nansha Port, the throughput of both ship and cargo at Guangzhou Port is increasing rapidly, more and more large ships calling Guangzhou port so that the requirement of employing tugs is increasing day by day. However, tugs work in the port is lack severely. Whether tugs can be dispatched in time and keep ships in safe for berthing and de-berthing or not, it is very important to improve the competivity and economic scale of the port. The collocation and maintenance of tugboat is very costly, so to allocate the proper amount and proper power of each tug in the port is significance with the development of Guangzhou port in future.Based on thoughtful investigation of tugs deploy & present condition at Guangzhou Ports in 2004, this paper analyses that the rationality of tugs quantity & power at present by using of Probability Theory, and make out the workload of different power tugs by estimated the ship's tonnage composing in 2010, to bring the solutions to rational deploy of tugs in future based on deploy presently have.The main points of this paper are:1. To work out the quantity required at present by Guangzhou Ports based on tug's workload statistic in 2004, and to set up Mathematics Model that tugs workload change by time during one day by Probability Theory.2.
