The Safety Risk For LNG Vessel Pass In&out QingDao DongJiaKou Port

Qingdao LNG (Liquefied Natural Gas, LNG) as the first LNG terminal project of ChinaPetroleum and Chemical Corporation even over Shandong Province, whose security supervision work about arriving or departuring a port as well as the berthing operations for both the system of China Petroleum and Chemical Corporation and Shandong Maritime Safety Administration (MSA) is a new research project.The Qingdao LNG terminal project adopts a project "construction-management integration" model with great advantages, which can advance the "from builty to use" full range of maritime management programas based on original researches.Based on the accumulation of daily work, through actually observed and investigated on the vessel traffic conditions in and around the Dongjiakou port, inspected ship port records, statistical reports and questionnaires in recent years, as well as statistic processing and analyzed the surveyed data, we got the basic data of ship traffics and accidents in Dongjiakou port.Countering the importance of the LNG vessels successfully loading and unloading for the terminal station safety and the normal operation, as well as the high-risk operation of LNG terminals and the LNG vessel itself, therefor researching focus on four conditions, they are ship itself as well as the natural conditions, channel conditions and traffic flow conditions. The paper obtained LNG ship safety risk assessment indicators and corresponding weights by using the Delphi’s expert investigation method and the AHP (Analytic Hierarchy Process, AHP),and developed LNG ship safety risk evaluation through using fuzzy evaluation model, eventually proposed a comprehensive LNG ship safety measures by pointing at the final risk for LNG ships and docks.Study of this project can not only provide some references for the safety regulatory about Qingdao LNG ships entering and leaving Dongjiakou port, optimization about LNG ships navigation environment, and LNG vessels navigation safety guarantees,but also has some practical significance in promoting the region’s economic development.
