With the rapid development of national economy in recent years, the output of steel is multiplying, which gives rise to the great need for iron ore. As one of the major transfer bases for ore's import and export in China, Ningbo Beilun ore transfer dock is confronted with tremendous pressure. During 2003 to 2004, the number of vessels which called Beilun ore transfer dock for loading/unloading, has exceeded the one as formerly designed. In 2003, the ore throughput of the dock is 47,888,000 tons, and the figure reached 54,700,000 tons in the year of 2004. It comes to be clear that the dock's operating capability is oversaturated, however the apparatus of the dock, which have been running for more than 20 years, is in rather timeworn condition. The lack of maintenance and updating to these apparatus will affect the dock's working efficiency. Secondly, the front silt at loading terminal is quite serious, and silt clearing disturb vessel alongside operation. As a result, port congestion is inevitable. In view of berthing capacity, the loading dock can only alongside vessel of 25,000 tons, therefore, the dock's working capability is far from the requirement for smooth and efficient operation. Furthermore, it gives negative effect on the Ningbo port's market share in national large-sized ore transfer docks. For above reasons, it is urgently required to carry out reconstruction and renovation to working vessel and loading terminal in ore transfer dock. This paper bring forwards research by five steps: First, finding out the main problem by analyzing the status quo of ore transfer dock; Second, the main contents of the project, such as general layout plan, operating techniques, construction in water, etc; Thirdly, feasibility study for the project, such as nature condition, exterior working condition, project load checking computations etc; Fourthly, assessment for investment and economy evaluation; Fifth, countermeasure and suggestions.
