To the present, most earthquake damage indicates that most bridge structures enter elastic-plasticity condition in the strong motion earthquake and result in large elastic-plasticity deformation which often takes place in the bridge's piers. Recently, As the development of road and bridge construction, the design and construction of high bridge's piers becomes unavoidable. Nowadays, our country has become one of aged countries so that the trend that construction workers become older and older, skilled workers lack develops little by little. In addition, it is required to rehabilitate and rebuild the bridge structure after earthquake takes place. So it is necessary to do some research of some type pier which has preferable deformability, the construction method of needing less labour force and more machines to serve our national economy.In order to improve structural ductility, bearing capacity and construction convenience, a kind of new structure type for bridge piers — steel-reinforced concrete pier composed of steel pipe is introduced in the article that mainly talks about the requirement of structure and how to design and construct. Through the calculation, the dynamic characteristic in the condition of independent pier according to different parameters and in the consideration of the changes of pier construction stages are analyzed, at the same time, section curvature ductility is also calculated to analyze the main influencing factors. After judging from above calculation and analysis, we can know that this new type pier has preferable deformability.In addition, introduce the fundamental concept about vibration control and discuss elementarily how to apply TMD (tuned mass damper) and TLD (tuned liquid damper) on this new type pier. The results on the vibration control calculation indicate that it effectively reduces the deformation on the top of steel pipe, the moment and force on the bottom of steel pipe to put TLD on the top of bridges' steel pipes, what's more, with the mass ratio of TLD to structure bigger and bigger, the effect of vibration control becomes better and better.
