Implementation Of Inspection And Maintenance Systems For Monitoring Pollution In Car Emissions

With the development of auto industry and the fast increase of the present quantity of vehicles, the town environment has been badly polluted by the vehicle emission. Vehicle emission control has aroused the high opinion of the world every state nation. At present, the importance was mainly attached to controlling the pollution of new vehicles through laying down more strict emission standard and adopting advanced vehicle-manufacturing technology in China, while there was less attention on the control of pollution from in-use vehicles. The current monitoring and management system for vehicle emission control had a lot of deficiency, such as imperfect regulations and management system, untrustworthy inspection quality etc. The experiences from abroad indicate that I/M program, short for Inspection and Maintenance Program, is the most scientific, rightful, economy and efficient measure to control emission from in-use vehicles.This paper firstly introduces the present situation and problems of automobile pollution emission. Secondly, after investigating and analyzing the procedures and existing problems of china's automobile repairing history, the harm and its evolution mechanism are introduced in detail. Then, by comparing of several control methods on automobile pollution emission, this paper argues the importance and necessity of carrying out I/M system, and points out the appropriate schemes of automobile pollution emission. Finally, based on successful experiences of developed countries, and considering of situation of china and Xi'an City, this paper points out the concrete schemes and relating details in implement of I/M system for Xi'an City.
