As clarified in China's “13th Five-Year Plan”,the railway remains a priority for national investment.With the implementation of national strategy,“The Belt and Road Initiative”,and the further promotion of the development of the western region,China has paid more attention to the railway construction in western China.To guarantee safe and reliable railway transportation is the primary task for the efficient operation of railway.To guarantee the safe operation of high-speed railway,the signaling & telecommunication department gets stricter with the quality requirements for routing inspection and maintenance.The railway signaling & telecommunication department,especially in western China where the natural environment is bad with tremendous operation scope and low information degree of routing inspection and maintenance,is confronted with more difficulties during the maintenance.At present,the signaling & telecommunication department has encountered several difficulties during the maintenance,for instance,the maintenance mode is under-developed,the maintenance quality is unable to be controlled and the safety protection method for operators is unadaptable to current development,etc.The thesis has studied and realized the inspection maintenance and decision service system of railway signaling equipment,expecting to change the routing inspection way of railway signaling & telecommunication department,to guarantee the operation quality and to improve the safety factor of the operators.The research mainly includes four parts as follows:(1)Analyze the organization and main businesses of the electric section of the railway departments,conduct detailed analysis on the most critical in-line inspection work in electric businesses,analyze requirements of the in-line electric inspection system,design cases for the system,and propose the solution based on it.(2)Study the card control method of electric maintenance workflow,and design card control method of work auditing system,and of in-line inspection based on operation guidance and one based on operator position.Ensure electric maintenance operation quality,operation flow standardization and operator safety via card control methods for the work auditing system,in-line inspection flow and operator position.(3)Establish the railway signaling equipment maintenance and decision model based on case-based reasoning and propose one case classification method based on the improved mutual information characteristics and BTM(Biterm Topic Model)fusion for the failure case classification.After the failures are classified,this paper proposes a case retrieval method based on multi-feature fusion similarity and conducts validation and effect evaluation by using experiments.(4)Design and implement railway signaling equipment in-line inspection,maintenance and decision service system based on the railway signaling equipment maintenance decision model by using electric maintenance workflow card control method and the case-based reasoning,complete main function modules and core business flows of the system,and test the system.The results can be applied to the national railway departments,it is significance for the safe operation of the chinese railway.
