Ontology will enable computers to utilize it for applications such as data interoperability, knowledge sharing based on the heterogeneous platform, natural language processing and so on. It has become the focus in many domains such as the Knowledge Engineering, Natural Language Processing and Library & Information Sciences. And the research on the ontology construction is very important in the researches regarding ontology. It is also applied as the foundation for the application of ontology.This paper focuses on applying useful method and process of domain ontology construction for National Defense Science & Technology, and constructing an ontology system, which is applicable for our following researches. We carry on the research based on the existent Military Aircraft domain ontology prototype, and make the extension and improvement.The ontological theory and ontology construction actualities have been described systematically in this paper. Then, learning from the "Skeleton" method and "Seven Step" method of ontology engineering, utilizing the advantage of thesaurus and upper-lever ontology, we put forward an integrated construction method based on upper-level ontology. The comparison has been made among three famous upper-level ontologies, and SUMO is selected for upper-level ontology of our domain ontology. According to this method, a Military Aircraft domain ontology system is constructed, which contains approximately 300 classes, 70 properties and 900 individuals. This ontology system has been applied in the 'Toward Ontology-based Personalized Information Service System'.
