Highway communication system is a special integrated platform serving for communication of voice, data and video, which is indispensable to the highway management. However, due to both the different technique level in different places and rapid development in communication technology, there is great difference in planning, design, application integration and data management of highway communication net, which results in the sufficiency of openness, reliability and expandability, and complexity of fixing and maintenance of highway communication system. It's necessary to select the right communication technique for planning and designing a set of communication net to meet different highway management need all over the country.Beginning with the study of the basic highway communication net framework , the paper compares the characters, models and application examples of IP OVER, IP OVER SDH and IP OVER WDM, so as to select the right network and transmit techniques which could meet the long term development need of highway. The author also puts forward the appropriate accessing technique which could satisfy highway to develop in the long run after analysis. On the basis of research, the paper establishes the design principle and purpose for highway communication system in Shan'xi province, designs the communication network in detail including adoption of communication technique, structure of the main net, the transmit lay net, clock synchronization and equipment of IP exchange net. Finally, the thesis realizes the design of the long distance supervisory and controlling software according to the deficiency in the application of highway communication network in Shan'xi province.
