The traffic flow of urban transportation network is a network flow, it a complex openness adaptivity mutation system. Urban transportation network is contract with the highway network, so there is a new dynamic traffic assignment model has been put forward. The model takes the intersection delay of different turns into the assignment calculation, so the model can reflect the urban transportation reality.By study the urban traffic network and the dynamic assignment model, orients the equilibrium conditions, precondition of the dynamic assignment model. And build a new urban transportation network model, which consider the intersection delay of different turns. To improve the practicability and the computational complexity of the dynamic assignment model, making some improve on the model. The first amelioration: put the traffic impedance into pieces, and give the method of how to divide the traffic impedance of intersection and road section. Then give the algorithm of how to choose the shortest path and the dynamic assignment algorithm. The second amelioration: make up a microscopic traffic simulation date base, then use that simulation data to calculate the dynamic assignment. There make a proving of the feasibility and reliability of the study method in the paper.Making a microscopic traffic simulation by the VISSIM and gathering the simulated data to build a microscopic traffic simulation data base for instance, using the data to the dynamic. Then analysis the assigned result and put forward the use of these results in the traffic works. At last the paper show the model's foreground that is combine with the GIS, ITS and data mining technology.
