With the stable growth in petroleum consumption and oil transportation, oil spill accidents occur more frequently than ever before. It has been estimated that there were about 9,266 oil spill accidents occurring from 1974 to 2004 around world. These oil spill accidents cause numerous cost of work relative to oil removing and impose huge damage on ocean environment. Consequently, more and more emphasis has been put on how to take response quickly and efficiently to make the situation under control and to reduce the damage caused by the pollution.In this paper, we made analysis on the weakness of domestic oil spill contingency response and on the trend of digitization of contingency management. After took an overview on research and development of oil spill related software and its limitations, a decision support system for oil spill contingency response was proposed. This system is base on a expert system named CLIPS. What this paper mainly involved are as follows:By analyzing the demand on information needed during procession of decision making for oil spill contingency response, the functions, structure, and each sub-system was designed. This system consists of database sub-system, model-base sub-system, knowledge-base sub-system and pre-plan sub-system.According to the functions of this system, we classified the models and designed the way to store them. For easier maintain, Object-Oriented method was employed to build and management the models.After research on knowledge storage and expression, regarding something special in oil spill response, the knowledge-base subsystem was designed based on an expert system named CLIPS. The knowledge was stored in form of files produced by CLIPS. The interface between CLIPS and whole system was realized by programming with VC++.The methods to store, research and produce a oil spill contingency plan were developed. And algorithms for plan researching was also produced. A set of index for evaluating oil spill contingency response plan was established and algorithms based on AHP and fuzzy synthetic evaluation were developed for oil spill contingency plan evaluating.
