With the stable growth in petroleum consumption and oil transportation, oil spill accidents occur more frequently than ever before. It has been estimated that there were about 9,266 oil spill accidents occurring from 1974 to 2004 around world. These oil spill accidents cause numerous cost of work relative to oil removing and impose huge damage on ocean environment. Consequently, more and more emphasis has been put on how to take response quickly and efficiently to make the situation under control and to reduce the damage caused by the pollution.In this paper, we took an overview on research and development of oil spill related software and its limitations, made analysis on the weakness of these software and on the trend of digitalization of contingency management, designed the frame of system, integrating several professional software for supporting every function module is necessary, and then we developed a original system. What this paper mainly involved are as follows:By analyzing the demand on information needed during procession of decision making for oil spill contingency response, the functions, structure, and each sub-systems were designed. This system consists of information management sub-system, oil spilling simulation sub-system, contingency plan sub-system. In this paper, we also made analysis on the user of system, system flow was designed based on different user. According to the function of system, we made the frame of professional software integration clear, and chose Delphi as the develop platform of system.After analysis on the function and characteristic of Geographic Information System, we used Mapinfo and MapX as GIS in the system. We chose an oil spilling simulation software named OILMAP to complete oil spilling simulation sub-system. The interface between oil spilling simulation software and whole system was realized by programming with VC. After analysis on the interface of secondary development of Delphi, SPSS, MATLAB, EXTEND, we used ActiveX interface to integration these professional softwares.In the last part of this paper, we developed most modules in the original system of ship oil spill contingency decision system, also we introduced the controls used in system and measure to use.
