The relation between human and water is one of key point of water problem research in the word. Human-water harmony (HWH) is key issues of human-nature harmony and essential needs of the Water Conservancy.On the basis of reading a large number of documents, the concept and connotation has been discussed. Some countermeasures about how to achieve harmony have been discussed. The study of HWH involves many factors, the coexistence of the quantitative indices with the qualitative indices and the cross of literae humaniores with physical science. However, theories research of HWH is lack currently. This study takes the theory research of the quantifying methods of HWH as the body, combines with the integration of theory research and practical examples research, makes good use of the knowledge of various subjects, utilizes fuzzy subordinatness to quantify the single indices, fuzzy comprehensive evaluation and multi-object integrated method to deal with multiple indices, multi-criteria integrated method to establish HWH evaluation model,system theory and computer simulation to study the control model and the countermeasure analysis of human-water harmony. The new quantifying method of human-water harmony will be innovatively put forward and applied in two study areas (Tarim Basin in Xinjiang province and Zhengzhou City in Henan province). In the study areas, the degrees of human-water harmony will be calculated, and the control countermeasures of HWH will be given respectively. The study will grope for the key aspects of HWH, provide basic theories and successful examples for the realization of HWH, so it is of very important theoretic and practical value.
