Water is the source of life, the key to producing and the base of ecology. Thehealthy development of every industry can not live without water. But as the socialand economy keep developing rapidly and the number of population continueincreasing, the influence that humans have made on the water system is becomingmore and more obvious. All kinds of water problems are continuing to occur, thefrequency of the floods, droughts and water pollution is becoming more and morefrequently, the relationship of Human-water is becoming more and moreunharmonious. The research of Human-water relationship is becoming the hot spot ofthe world water problems. The research of Human-water relationship have greatsignificance to coordinate regional Human-water relationship and sustainableutilization of water resources. The Dengfeng City is located in the western andmountainous area of Henan province. It belongs to semi-arid areas and have aobvious water shortages. In the history of Dengfeng, the outbreaking of drought andflood disasters is very frequent. At the same time, the water quality in Dengfeng hasbeen severely polluted. In the countryside, water safety problems is very serious. Insummary, the relationship of Human-water of Dengfeng is very nervous. Toimplement the researching on the Human-water relationship in Dengfeng City is verynecessary.On the base of summarizing the domestic and foreign research present situation,the Harmony theory was introduced to the researching of the Human-waterrelationship in Dengfeng City, the research content mainly includes the followingaspects:(1) Analysis the evolution of Human-water relationship of Dengfeng City inhistory. Based on the analysis of the concept and connotation of the Human-waterrelationship, from the perspective of evolution of the water environment and thedevelopment and utilization of water conservancy of Dengfeng City in history, theevolution of Human-water relationship of Dengfeng City in history has beenanalysised. In the respect of the history about the water environment evolution, the paper mainly analyzed the situation of drought and flood disasters outbreakingrecorded in the literature. In the respect of the history about the development andutilization of water conservancy evolution, the paper mainly analyzed the situation ofthe construction on water conservancy facilities recorded in the literature.(2) Establish the system about the evaluation index of Human-water relationshipin Dengfeng City. Based on the concept and connotation of the Human-waterrelationship, from the aspects of water system, humanistic system and the interactingof them, the paper determined three standards named healthiness, development andharmony. Then the system about the evaluation index of Human-water relationship inDengfeng City was established based on them.(3) Propose the quantitative evaluation method of Human-water relationship inDengfeng City. To those harmony factors which the number of harmony participatorsare small and the harmony regulation is clear, then the parameters of the harmonyequation were calculated according to their definition. To those harmony factorswhich the number of harmony participators are very large, the parameters of theharmony equation were calculated by the way of multi-index evaluation. The value ofharmony degree was calculated by the integrated computation of the harmony degreeof every harmony factor.(4) Regulate and control the human-water relationship in Dengfeng City basedthe harmony theory. Take the harmony degree of human-water relationship as theobjective function, take the economic goals, social goals and environmental goals asthe constraint, then the regulation model was builded. Based on the regulation model,the paper has designed the lower and upper regulation scheme in every planning yearsand in every rainfall frequency. Then the optimized scheme was get by multiplescheme comparison and increase regulation measures. According to the calculationresultsfrom the aspects of the standards of healthiness, development and harmony,regulation countermeasures which are suitable for Dengfeng City have beenproposed.
