The accessibility evaluation of harbour is an important aspect of transportation system of harbour,also an important index used to evaluate the competitive ability of a harbour.It's beneficial to enhance the competitive ability of Yangshan Port that evaluates the accessibility of Yangshan Port relative to its hinterland.Based on the Transportation Map of Highways of Huninghang,the utility network of highways, which connects Yangshan Port,Beilun Port and the 14 cities in Yangtze River Delta, has been built.Then,according to the utility network, through the Shortest Route Function of Utility Network Analyst of ArcGIS9.0,three sets of data from Yangshan Port to every city have been calculated as well as Beilun Port. They are the smallest topology cost, shortest time cost and shortest distance cost.Based on the results calculated, by Accessibility Index,from three aspects(topology cost, time cost and distance cost), general accessibility of Yangshan Port relative to all the cities has been evaluated before and after Hangzhou Bay Bridge is open to traffic compared with Beilun.And the change of accessibility of Yangshan Port has been analyzed.According to economical discrepancy of the 14 cities, general accessibility of Yangshan Port relative to important cities has been evaluated before and after Hangzhou Bay Bridge is open to traffic compared with Beilun. And the change of accessibility of Yangshan Port has been analyzed.On the foundation of the time cost and distance cost,the accessibility of Yangshan Port relative to every city has been evaluated compared with Beilun Port. This study would provide the development of Yangshan Port with beneficial reference and mirror, has realized quantification of accessibility evaluation of harbour.The results are listed below:(1) The general accessibility of Yangshan Port relative to all cities is better than that of Beilun Port by Accessibility.(2) Before Hangzhou Bay Bridge is open to traffic,general accessibility of Yangshan Port relative to the six important cities is better than that of Beilun.After Hangzhou Bay Bridge is open to traffic,general accessibility of Yangshan Port from topology cost is not as good as that of Beilun. General accessibility of Yangshan Port and Beilun Port from time cost are equal almost.General accessibility of Yangshan Port from distance cost is better than that of Beilun Port.(3) After Hangzhou Bay Bridge is open to traffic, general accessibility to all the cities, general accessibility according to important cities and accessibility relative to every city will increase as well as Beilun Port.So,the transportation system of Yangshan Port and Beilun Port would be more convenient relative to their hinterland.Moreover,the change of accessibility of Beilun Port is more obviously than that of Yangshan Port.(4) After Hangzhou Bay Bridge is open to traffic,the improvement of accessibility of Yangshan Port is due to the time cost and distance cost reduced from Ningbo to Yangshan Port. The improvement of accessibility of Beilun Port is due to the time cost and distance cost reduced from Shanghai,Jiaxing and the cities in south of Jiangsu province to Beilun Port.(5)The structure of transportation system of Yangshan Port is short of security sense.As the only channel which connects Yangshan Port and land,the East-sea Bridge could not evacuate cargo effectively when the container throughput of Yangshan Port are increasing.Moreover,because there is no railway leading to Yangshan Port,the container must be transitted by truck,which will add logistic cost.
