1st civil engineering of deep water terminals in YangShan Port has been accomplished, after three years and a half's hard endeavors, since it commenced in June 2002. In the first year since its construction accomplishment, 3.23 Million TEUs have been handled via deep water terminals of YangShan port, well surpassing its designed throughput capacity. The setting up of 1st terminals of YangShan Port plays an active role in easing the outstanding contradiction of serious container terminals throughput shortage in Shanghai Port, and over long term port over design - capacity operation. And it also filled up the blank history of Shanghai port without 15m water terminals and navigation passage, and it also facilitates the great enhancement of Shanghai Port's capacity to load and unload long leg ocean container vessels. While 1st container terminals in YangShan Port are under smooth operation, some of the un-negligible issues have been detected in the investigation and research. The most remarkable finding is the density of the empty container storage in the terminals has well entered into an early saturation stage.Judging from the trend of container throughput development for Shanghai Port, YangShan deep water port, with advanced conditions, will undertake more hard tasks. Judging from capacity angle, as compared with other container terminals in Shanghai port in their actual throughput, the physical throughput of the 1st phase terminals in YangShan has big room for further development. Empty container handlings and transportation and some function, container terminals cannot go without. Whether being able to smoothly solve the problem of early saturation of container storage, is a key condition to guarantee the 1st phase terminals in YangShan and its later port development to bring its hub port function into full play. This is what this research paper work at.This article, after briefing the construction and operation of YangShan Deep water terminals, analysis on the 2006 YangShan 1st phase terminal empty container depots, points out the early saturation problem. With professional and experts questionnaires and acquiring feedbacks from experts, with AHP-F comprehensive appraisal method to determine the major elements to cause the early saturation problem. In order to depict the first phase terminal empty container depot early saturation problem and its impacts on the further development of the terminal, recent throughput development trend of Shanghai container volume has been depicted, and suggested the operation increase 1st phase container terminals in YangShan port will undertake, and hence infers the storage density of first phase terminal empty container depot in 2007 and 2008. In the end of the article,by combining with analysis and research results with YangShan Physical situation, three perspectives proposal has been made in off dock depot constructions, enhancement of storage density and strengthening of the empty container repositioning. And the proposal has been supported and further explained with the designing institutions projection, relevant advanced container securing and lashing technology , meteorology data of YangShan area and physics and dynamics theory.
