With the gradual opening up of Chinese low-altitude airspace, general aviation has been greatly promoted. Flight service is becoming more and more important for general aviation, and flight plan evaluation service is an important flight service. The technique and implementation of flight plan evaluation are presented in the thesis. The work of the thesis aims to design and implement a 2D/3D flight plan evaluation system, which can be used in the general aviation of China.Firstly, the method of flight plan evaluation is explained in this thesis. The metrics of evaluation were analyzed, which include vertical profile of trajectory, loading balance, fuel consumption, weather conditions, etc. The methods to calculate the evaluation indexes were given and the system of metrics about flight plan evaluation was established. Also, the flow chart of flight plan evaluation is proposed.Secondly, in order to provide the optimization scheme for the route after the evaluation, the methods of trajectory optimization for general aviation were studied. The grid programming space was constructed, a mathematical model considering multi-constraints conditions, such as maximum climb/descent angle, minimum track length, flight altitude, preset track points, etc. was established. Considering the search space, strategy and heuristic function, an improved algorithm based on traditional A* algorithm is introduced. Trajectory cost model is established with analytic hierarchy process(AHP) to determine the weighing of every metric, and finally the flight plan trajectory optimization could be realized.Finally, the methods of design and implementation for the flight plan evaluation system are presented in this thesis, this system was based on U-GIS 2D/3D platform and adopted C/S structure. Windows forms application and c# language were chosen to develop the system and Microsoft Visual Studio 2010 was utilized. ADO data access was employed to complete the connection with the database. Test methods including unit test and integration test are also presented. The analysis of test result indicates that the system can supply flight plan evaluation service for general aviation successfully.Flight plan evaluation system is a component of the integrated operational support system of general aviation, the system has passed the evaluation successfully on November 10 th, 2015. In addition, the system will be improved continuously during its working.
