Ro-ro Passenger Ship Captain Competency Evaluation Studies

Ro-Ro passenger ship plays a major role for transportation in oceanic countries, particularly for internal and external carriage of passengers and cars between straits and inlands. For the vulnerable nature to the structure of Ro-Ro passenger ship which usually bears heavy weight of cars and passengers, it tends to be exposed to dangerous circumstances and suffers from big loss of life and property. The master is the supreme manager of the ship, and shoulders integrated responsibilities of both maneuvering and management, thus his eligibility has critical influence to any potential accidents onboard a Ro-Ro passenger ship.In the light of international conventions and domestic regulations as well as current studies in human elements home and abroad and eligibility of masters working on Ro-Ro passenger ships by experts and scholars, combined with my many years of practical experience in crew management, this paper looks into the characteristics of master's eligibility onboard Ro-Ro passenger ship.It's been determined in nature in this paper the influence factors of masters' eligibility onboard Ro-Ro passenger ship. Based on main ideas generated by experts home and abroad about the influence factors, and the indexes system for integrated evaluation on competences of masters, membership function is set up for all the indexes employed here. In the latter part of the paper, it establishes a competence evaluation model using fuzzy reasoning; therefore achieving quantificational evaluation which manages to provide masters, ship operators and port authorities measurable assessment standards for risk identification, danger avoidance and safer navigation.
