The ARMs is the most important theat to Radar. Differing from soft killing which depress Radar's performance by ECM, ARM is guided to Radar by its electromagnetic wave, and destroys Radar's antenna. ARM is fateful to Radar.The technology to counter-ARM is in the dry tree actual. It cries for solution to improve Radar survivability and to enhance counter-ARM capacity. There are two measures to counter ARM: one is Radar system design, the other is assistant measure, i.e. equipping decoys to Radar. The Decoys is a effective quomodo to pretect Radar. And it's use at large around the world. There are two key technology for decoys: system design and tactics performance analysis. The role of this paper is that to demonstrate and analyze decoy's system design, and to evaluate tactics performance to counter ARM by simulation.The paper introduces attack characteristic and tactics mode of ARM at first. The mode of signal picked of PRS(Passive Radar Seeker) is labored from frequency domain, space domain and temporal domain. The paper points out that time distinguish is the important characteristic for ARM to pick signals. Then, the paper analyzes the basic in theory of decoys to counter ARM, discuss the principle and difference of interfere between coherence and non-coherence. The paper points out that we should adopt non-coherence interfere in fact. The paper infers interferential effect of tri-point radiate source based on study of di-point radiate source. Subsequently, The paper labors and discusses some key technology of decoy's system design. The paper brings forward non-sacrifice system of decoys. It is based on time controll technology. The paper gives implemental method. At last, the paper sets up simulation model of PRS of ARM and decoys in Matlab enviroment. Based on the simulation model, the paper analyses counter performance at different ARM argument and different decoy deployment, and concludes the simulation experiment.
