The continuous development of the infrared guidance system makes that the point-type infrared decoys cannot play its interferential performance .In this situation, this article carried out a research about the pyrotechnic powder of one kind of surface-type infrared decoy which selected the carbon fiber as a matrix material. Based on these related theories such as infrared guidance, infrared interference and infrared radiation, proposed the feasible way of the research, which coated the high-powered pyrotechnic powder to the carbon fiber.This article carried on the designed and the experimental studies to the prescriptions of the infrared decoy, proposed the design principle of the components, screened the initial prescription through the massive experiments. In view of the performance testing method of the decoy, first, surveyed the combustion temperature of the powder using molecular rotation-vibration emission spectral method; second, determined the Instrument Response Function of OPAG33 Fourier Transform Infrared Spectroscopy, studied it along with the temperature change rule; then, with the 400~4000nm spectral radiant luminance testing experiment, optimized the best allocated proportion of the powder is: The weight of the PTFE, the magnesium, a flammable agent KR respectively account for 50%, 35%, 15% of the gross weight. The content of choice adhesive fluorine rubber is 14%.The additives chose 7% of a certain substance. It studied the impact of the ingredient, allocated proportion and coating technologies of the powder to the spectral radiant luminance. It carried on the combustion products testing analysis to the best located proportion of the powder of the decoy, analyzed the composition and the concentration of the gaseous combustion product, took the air pollutant emission standard as the basis, analyzed the environmental pollution function of this powder to be small.
