Change In The Functions Of The Maritime Sector Under The Service-oriented Government Perspective

With the construction and Consummation of Socialism market economy system and the development of reform and open policy, the functions of government have achieved the first change from direct management to indirect management, from micromanagement to micromanagement, just like the change from athlete to referee. During the construction of affluent society, we have to fatherly strengthen each government's public service, which forces us to complete the second change from the controlling and infinity government to the limited and responsible one as soon as possible. The first 20 years in this century, especially "11th five years", is the most important strategic opportunity time for the development of Chinese economy and society, which is the key age of transportation profession and water transportation. Furthermore, it is the historical time for maritime to serve the economic development, the construction of new villages, the outdoor journey of people and accelerate the development of itself. For the inspiration of 16th Party Congress, each field of our society has changed greatly. By the end of 2004, the freight and container volume has gained the aim of increasing twice, which is earlier by six years than scheduled plan and Chinese Maritime has got attracting achievement. With the reforming of water transportation and the development of modern advancement, maritime department has to deepen reforming, creative management system and enhance service to keep water transportation's security. We must make reform innovation and the need of public and society as our motivation and guidance to build up public service and social management model, which is suit for the development of economy and society. Building service maritime is an important part of construction of service-centered government, which is rooted in constructing harmonious society and realizing the spirit of 17th Party Congress.According to the theories of public management and the analysis of maritime management, the paper provides with two suppositions. The first is that the change from controlling to service is the aim of maritime during the time of system and economic structure's adjusting. The other is the change of maritime's functions depend on building suitable process and organization, including consuming system of management and law step by step. Based on the two suppositions, the paper analyzes some main points as followed. Firstly, the change from traditional administration to modern public management is one essential content of worldwide countries' revolution of administrative system. the view of public management's core is to build up service-centered government has been accepted by more and more countries. Secondly, by the end of last century, especially from entering WTO, many local governments in China refer western ways and implement them based on their actual situations of service-centered government, which leads to their achievements and own characteristic. The paper discusses the main methods of building up service-centered government through Shanghai Maritime's practice.
