Research On The Construction Of Service-oriented Maritime Administrative Sector

China MSA,as a supervisor of marine safety and vessel antipollution,its ability of wardship and service plays a significant role in the protection of safety and environment. Along with the sharp rise of Chinese economy,China's seaborne trade economy reaches its highlight period,both of cargo and passengers' throughput go up rapidly,both of the amount and density of vessel rise sharply,the traffic of marine become busier and busier. At the same time,Chinese ports are devoid of navigational resource and lose its balance, the development between the port and the city appears a series of problems.Thus,we need to construct a "Service-oriented MSA",in order to provide more comprehensive service to the marine activity.The research on "service-oriented MSA" in this dissertation is based on the theory of "new public services".Combining with practices of various parts of the MSA,it finds out the problems which occurred in the practice,and brings forward the approaches of building a "service-oriented MSA".There are four parts in this dissertation.The first part puts forward this issue and expounds its significance,the main standpoint and the structure of this dissertation.The second part expounds the meaning of the "Service-oriented MSA",the background of this issue and the significance.The third part discusses the success and the problems of constructing maritime administrative sector,and analyses the causation of them.The last part puts forward the principle and the actualization of constructing this system.As a vital part of constructing a "Service-oriented government",constructing a "Service-oriented MSA" is a request of carrying out the scientific concept of development and accelerating economic society.It's the embodiment of the "three services" which put forward by the Ministry of Transportation.It's the request of deepening the evolution of administrative system and quickening the change of government's function.It also accommodates the development of the seaborne trade economy and the MSA itself.How to build a service-oriented MSA,and how to make the MSA play a role in the maximum is a subject which have academic and practical significance as well.
