Along with the rapid development of military and civil aviation, the utilization of air traffic control automation system has been general, communication has become one of the three major elements of the air traffic control (communication, navigation, surveillance), it is the guarantee of ATC(air traffic control) system for monitor data, flight data and control information transmission protection. We must achieve military and civil aviation flight information internetworking to implement the automatization of the communications and coordination, play ATC system to automate function of control, to reduce the work's load, to increase efficiency and effective protection of flight safety.The goal of the realization of the flight information internetworking is to exchange and share information among military and civil aviation units, realize the automation of the control and coordination between military and civil aviation, optimize the integration of communications resources, improve effectively the entire ATC system's integrated automation capabilities to adapt to a variety of business development of the communication, to play a greater overall benefit.At the same time, with the development communication of air traffic data and network, flight information internetworking has become an inevitable trend. And flight information internetworking would change from the use of distributed resources, closed-end and mutual isolation from each other network to the comprehensive use of various communication resources, sharing network, sharing information, transparency in the application open network structure.However, due to the current communications network is made up of two separate satellite networks, there is no routing between two networks. And because the use of less efficient network communications protocols, relatively backward technology, is not easy to upgrade and maintenance.Thirdly as the large number of terminals, the bandwidth of each of them is limited, leading to communication jam,communications delay increases, the real-time communication capability of a further reduction.Finally,small-bandwidth satellite communications network is not suitable for very large volume of communications, in order to more effective use of limited resources and communications bandwidth, we should utilize the store-and-forward technology.In view of the current problems, we have designed a solution. From air traffic control system's network architecture, application architecture, multi-service platform for the exchange of architecture, security architecture etc, we discuss the feasibility to achieve flight information internetworking.And from the network, technology, security system design aspects, we discusses detailed the program's realization.Finally, we carried out experiments, and made detailed analysis on the experimental data, the ultimate results prove the program is feasible.First of all, paper systematically introduces the current overseas and domestic status of flight information internetwork, as well as the existing problems, shows the need for flight information networking.Next paper make detailed descriptions of the air traffic control system, network architecture, air traffic control system application architecture, multi-business platform for the exchange of components of the architecture, security architecture, system management architecture. And put forward a program of realization internetwork between military and civil aviation.As well as paper make comprehensive analysis of the new fuctions of the flight information internetwork system .Next papers detail the implementation of the air traffic control flight information internetwork system, first of all discuss the realization of the network, and then discussed in detail the technology, and equipments, finally discuss the security system.From many aspects, such as the exchange capacity, transmission capacity, time delay, the success rate of message transmission, storage capacity and interfaces, paper discussed in detail the performance of the national air traffic control flight information Internetworking system through the detailed data. It proved the performance of the flight information internetwork system is meeting the full military and civilian air control development.Finally, the paper makes a summary, and a prospect for the future development.
