In recent years, with the rapid expansion of flights and restricted capacity of majordomestic airport, flight delay becomes more and more prominent. Besides the poor trafficcontrol and severe weather condition, the most important reason of the serious irregular flightis the irrational flight schedule of the airlines. So both civil aviation authority and airlinesfocus on how to improve their flight schedule arrangement in order to reduce flight delay.At present, the evaluation of domestic flight delay mainly pay close attention after theevent. Especially, ex ante evaluation method is lacked, which can dynamically deduce theentire carrier’s flight schedule within the domestic air traffic operating environment andquantitatively evaluate the level of flight delay.Firstly, this paper introduces the status quo of flight delay and related causes, and thenemphatically discusses the influence towards flight delay which comes from the airline flightschedule. From the point of airline and civil aviation authority, the existing domestic flightschedule establishment and approval rules are systematically summarized.Secondly, considering the capacity of airspace sectors and airports, computer flight planof each flight, this paper proposes a method for evaluating flight delay level of expected flightschedule based on simulating all flights operating, which main ideal is: taking airspace sectorand airport as airspace node, simulating flight operation in airspace node according to thecapacities of each airspace sector and airport, computer flight plan of each flight, deducing theexpected departure time and arrival time of each flight.Finally, using two indexes of flight delay rate and flight intension, a domestic flightschedule scheme covering 145 airports is simulated, which result show that this method iseffective.
