Soil and Water Loss is the worldwide serious problem ofenvironment and the main form of Eco-destroy. Serious Soil and Water Loss hasbe俹me the restrictive factor of the sustainable, stable and healthy developmentof a country's economy. Geographical Information System (GIS), as ajumped-up new technology, has the functions of data collecting, storing andmanaging, spatial analyzing, dynamic forecasting, decision-making andsupporting. GJS has been widely applied and made great progress in many fields,such as resources management, urban programming, land evaluation,environment monitoring and the study on regional Soil and Water Loss.In view of the serious environment situation of Soil Erosion in ShandongProvince, with the analytical tool, GIS, and the software system, Visual Foxpro6.0, SPSS 9.0 and Microcal Origin, the contemporary situation and protectionmeasures of Soil and Water Erosion in Shandong Province are syntheticallyanalyzed by the unit of county. The main points are as following:0 According to the characteristics of GJS and data analyzing software andthe requirement of data analyzing, spatial and attribute database have beenestablished.c in virtue of the analysis on the types of Soil Erosion, the classifyingsystem of Soil Erosion has been put forward and the map of the types of SoilErosion has been made. It is classified into four erosion power types inShandong Province which are water power erosion, water and wind powercompounding erosion, sloping field erosion and engineering erosion. And then,each erosion power type is divided into several erosion degree types.c The calculating model of IEISED (the Integrative Evaluation Index ofSoil Erosion Degree) is built. On the basis of the database system of county unit,IEISED of all the counties in Shandong Province are calculated and classifiedand the spatial distribution laws are analyzed. At last, the Soil Erosion inShandong Province is divided into three districts which are the mountain-hillIIerosion district in the middle-south of Lu, the hill erosion district in the east ofLu and the plain erosion district in the north-west of Lu.0On the basis of the districts of Soil Erosion and beginning with naturalfactors and society-economy factors, the forming reason of Soil Erosion inShandodg Province is analyzed. Soil Erosion has great correlation with terrain,rainfall and strong wind in Shandong Province. Series of eco-destroies whichresult from the tapping activities of industry and agriculture are the main reasonsthat accelerate Soil and Water Erosion in Shandong Province.~The harms of Soil and Watef Erosion are analyzed. The index systemand the calculating model of the economy loss on Soil and Water Erosion inShandong Province is discussed. With the theory of marginal utility ineconomics, the conception of REAMLSWL(the Ratio of Eco-economy AreaMarginal Loss on Soil and Water Loss) is put forward, calculated and analyzedby the unit of county in Shandong Province.c The integrative prevention and cure models of Soil and WaterConservation, the cure emphases, the protection and renewal measures ofsub-districts are put forward.
