With the execution of the policy to develop and exploit the west, most of the west area goes into a new period with economy develops fast. But the expansion of city and rebuilding of old city and many other human activities such as building roads and bridges aggravate the water loss and soil erosion, which worse the environment, threaten the safety of city, affect the investment circumstance. To develop and exploit the west is a systemic project, which based on continuous development, and the human being, society and environment must be united harmoniously. So it is very urgent that water loss and soil erosion in the west should be studied attentively, through which to build up suitable GIS for management of water loss and soil erosion and some policies should be drew up for it. The main problem of building the water loss and soil erosion data-bank is how to get and manage the soil erosion information, whose distributing law is the base of the monitored soil and water conservation. The rapidly developing modern information technology such as global positioning system, digital remote sensing, geographic information system and internet provide strong methods in obtaining soil erosion information and supply dynamic data of soil erosion with high precision.Based on the project of conservation of water and soil for economy In Bishan,Chongqing. considering those problems of being short of systematic approach, and few application of GIS in water loss and soil erosion research, the paper applied the GIS technology-which is obtained by the union of geography science and computer technology, to research water loss and soil erosion. Based on analysing the peculiarity of Bishan's water loss and soil erosion, water loss and soil erosion GIS (WSEGIS) suitable to county level is built, and WSEGIS is used in the in-depth research of the law of water loss and soil erosion, expecting to draw some conclusion, through which to do some prediction. The performances and conclusions are as follows:(1) Exampled by Bi-cheng river catchment in Bishan county,the paper discussed all the problems in establishment of USEGIS, including constituting the special data-bank, attribute data-bank, query system, expert system and the transforming of all kind of data to each other.(2) In the process of designing and applying of WSEGIS, the system absorbed the theory of software engineering science; adopted the idea of facing object program , system composition; took full advantage of the current GIS software-MAP1NFO, with whose auxiliary language-MAPBASIC united to VISAL BASIC (VB), it takes no more time to gain the achievement of exploitation the complex GIS application; provided an advanced tool in the management of data and the regulation research of water loss and soil erosion, and do some useful researchin establishing special SWEGIS in terms of theory of software exploitation.(3)The paper tried to combine the traditional expert model in the area of water loss and soil erosion in geographic science with computer technology and made some progress. Water loss and soil erosion is the synthesis result of mutual effect executed by natural, economic and social especially human's current activity in the surface of the earth. We can solve many practical problems by introducing computer and information science, with supporting of the experience > knowledge and wisdom of geographic experts. This paper did some research in the dynamic link between the water loss and soil erosion expert model and professional GIS in spite of its uncertain and needed to do many work, and got valuable experience in exploiting the decision-making system of water and soil erosion.(4) This paper probes into the index system of Soil erosion strength evaluation on the base of probing into the "3S" technology and database development.(5)The paper discussed the factors, harms, hydrography, phase of water loss and soil erosion etc.(6)Using the WSEGIS in the Bi-cheng river catchment in Bishan county, Chongqing, the paper provided the bases for soil erosion and u...
