Geographical Information System ( GIS ) is one of the main digital technologies that are used to develop the "Digital Earth". Now it has been increasingly used in many fields for its powerful abilities of spatial information analysis, management and storage. GIS changes the old ways of using map; it uses computer technology to manage and analyze space data, and as a result, the calculation results are visualized. GIS enhances the capability of recognizing and dealing with information for people, and supplies important measure for scientific management and decision-making. In this paper, the project takes example for flood control plan of Xi'an Wildlife Park and soil and water conservation and ecological restoration of west-to-east natural gas transmission project in ecological fragile area. Combining with the demand of water and soil conservation and ecological restoration, it studies the classification and function appraisement of flood harnessing, soil and water conservation, ecological restoration in ecological fragile area using GIS. And it realizes convenient, visualized and informational macro-plan management for flood analysis and water and soil conservation. To the flood control plan in Xi'an Wildlife Park, hydraulic calculation and benefit analysis have been done on the basis of flood analysis to confirm the optimum scheme. A GIS system is set up for flood control plan in Xi'an Wildlife Park. Thus it realizes the enrichment and validity of means in expressing and analyzing the nature and project, and a more advanced system has been achieved. Using GIS this study launches the classification, function appraisement and safety evaluation for ecosystemalong the west-to-east natural gas transmission line, and consequently advises to use dividing subarea and emphasizing type as the solution for the ecological problems of the overlong strip zone. A settle has been brought forward for safe operation and management from the point of view of zonal area and a technology system has also been developed for ecological restoration in different ecological type. In addition, the demonstration and supplement has been done to insufficient part of soil and water conservation and ecological restoration in major project.The innovation of this paper is combination of the front GIS technology with actual model project. It fully expresses project data, geographical information and figure information, and handles two kinds of data management in the same operation platform. At the same time, a quick inquiry and orientation can be done for relevant information of geographical position, and relevant information can be drawn dynamically, so a two-way inquiry of figure data and attribute data has been realized. A swift and effective tool is provided for planning management of the project.
