From the end of the Tokugawa Shogunate to the early Meiji era, Japan, which was under the severe external pressure, had to start the modernization process by force. How to advance the modernization programme became the central issue of national development. But at that time many things were waiting to be done. The personnel who master the advanced knowledge and technology of modern western were extremely shortage,so it is difficult for Japan to undertake the modernization construction only by its own. Therefore, in order to transit the current situation to the modern state as soon as possible, Bakufu, the Hans as well as Meiji government spared no expense to carry out the "Please come in" strategy, employing experts from Europe and the United States, to assist the construction of modern Japan. These experts spread all over the political, economic, cultural, educational, military and other fields, in small-scale at first,so is its effect. Later, as the Meiji government adopted a more cautious attitude and a selective, targeted employment policy, making these Western experts as a whole, these measures gave a strong boost to the modernization of Japan. On the other hand, active foreign experts in all fields help Japan train a large number of professionals who laid a solid talent foundation for Japan to finish the cause of modernization independently.This article mainly discusses the relationship between the foreign experts and the modernization of Japan from 1853 to 1890.Analysis the background, process and distribution of the experts in Japanese import of foreign experts and do some focus on research on the foreign experts' activities during the industrial revolution of Japan, especially in the railway , filature, mining and other industrial sector. On the other hand , discussed the important role which foreign experts have played in the modernization of the Japanese education and legal system building. Comprehensive analysis the important contribution of the foreign experts in the modernization of Japan.Through research of this topic, may help us to see the reasons for the success of the modernization in Japan from a new angle.Thanks to the help of these foreign experts, Japan finally stood out, and first completed the smooth transition to a modern society in the majority of non-western developing countries.
