As an effective administrative tool, Performance Evaluation plays an important role in improving the performance level of leading group. It receives extensive attention from public administration arena of the modern government. The performance of leading group refers to achievements, accomplishment and affections obtained when some leading group are providing with public administration activities and public service, the achievements, accomplishment and affections obtained are based on fundamental links of setting performance objective, operation, performance appraisal and feedback. Performance Evaluation is the judgment of leading group's efficiency, ability and sense of responsibility. It is also the analysis of the quality of their service and the degree of public satisfaction. Furthermore, Performance Evaluation should evaluate the performance to which inputs, outputs, the interim and final results reflect. To build a perfect system of Government Performance Management has great practical significance for comprehensively implementing Scientific Outlook on Development, promoting the development of economy and science, improving harmonious development and great-leap-forward development. As an important content of Reinvent Government activity, government Performance measurement has a great development in the countries such as the United States and England. However, in pace with the continuously deep-going reform of China government, the government Performance Management has just been at exploratory stage in our country, so there are some problems inevitably at present. It makes sense that we borrow the successful performance experiences from west countries to enhance the theoretical studying, and to build a measurement system of distinct Chinese characteristics. According to these, so we can promote the standardization, systematization, institutionalization and scientification of Performance Evaluation.This article combines the experience of performance evaluation at home and abroad with the practice of J's implementation, and also using the management theory to analyze the actuating mechanism innovation of J city .There are four Parts in this paper. In the first part,it introduces why the author write the article and the meaning of this research. Then in the foundation of the sample literature review, we learn the connotation of government performance appraisal and measurement. In literature review , the author also analyses the problems , such as the lacking of institution, the difficulty to measure government's products, the rejecting of government ect. And then gives the advices. In the second part, the author use the method of case study to introduce the background, the process and the result of J's Government Performance Appraisal and Evaluating in detail, then it analyses the enlightenment to J city and other district of China. In the third part, it first introduces government performance appraisal and measurement experiences of foreign countries,and the development of government performance in our countries. it tells us the present situation of government performance appraisal and measurement of J city. In the fourth Part, the author tries to build a theory system of government performance measurement on the basis of the studying of other researchers.
