This thesis begins with the introduction of the background and the existing development of the theory of performance management, and then expatiates the conception, the characteristics, the utilizing principles and problems of the public performance management. In this part, the point view is that the public performance management should be a complicated systematic process which is relevant to various aspects of social life. Then the thesis deeply exposes the governance dilemma in the existing Chinese local government management system, which is viewed from the structure, the status and the influence of the local government. Afterwards, the author relates these two parts with the research in the possibility on the construction of the Chinese local performance management system. In the end the thesis shows the steps which should be taken in the future.The important view of this thesis is as follows: the construction of the local government performance management system can solve the most of the difficult problems which we have slid over since we adopted the reform and opening policy; and it can also break the vicious circle which is aroused by the handling of the power relation between the central and the local government. Meanwhile it can also promote the optimization and perfection of local government governance system, and is of great significance for our government to set up the serving and limited administration mechanism, which is one of the requirements of WTO.What is more, on the way of construction such a system, the author believes it still requires some conditions; and that the whole process is not a one-way process but is a recycling upwards process based on the communication.
