Research On Modern Reforming Of Tradition Economy Of Barkol Kazakh Autonomous County

Since reform and opening up,there have been great development of animal husbandry in Barkol. However, the proportion of traditional animal husbandry is still larger, the advantage of animal husbandry industry has not been realized and the per capita income in pastoral areas is far below the income in rural areas. Therefore, we must fundamentally change the traditional animal husbandry production, management, development and accelerate the rational distribution of livestock breeding and strategic adjustment to transform Barkol's traditional animal husbandry into a modern animal husbandry, to shift from a traditional single animal husbandry to an animal-oriented, diversified industries'coordinated development. Such a change, whether for the development of pastoral areas in Barkol, or for the progress of the community as a whole, narrowing the regional gap and achieving sustainable development in pastoral areas, is very important and extremely urgent.For this reason, the first thing is to change the traditional situation of "dinner on Days", realize the modernization of livestock breeds and forage production, set up a scientific breeding management system and realize the modernization of mode of production of traditional animal husbandry .The second thing is to promote restructuring of the organization of the traditional animal husbandry by settlements of herdsmen. Through the measures, such as the construction of herdsmen settlements'infrastructures, the implementation of preferential policies to help the poor herders settle in as industrialized poverty alleviation, it is to enable the herdsmen "to move out, keep, can be developed" and promote the transformation of production organization by settling. Thirdly, the implementation of the intensive livestock production is based on technology development of animal husbandry. In order to realize the promotion of intensive livestock production, we must create the conditions through the training of science and technology for herders and the technological dissemination in pastoral areas. Fourthly, through supporting the leading enterprises and bases'construction, through setting up a good relationship of benefits distribution between the enterprises and farmers and herdsmen, to realize the industrialization is to enhance the economic efficiency of animal husbandry. Fifthly, the development of cultural and historical resources can promote tourism development in pastoral areas, and rich the economic form of Barkol. Therefore, it is necessary to further improve the "Barkol County Tourism master plan", to dig historical and cultural resources positively, to carry out cultural tourism activities, and to promote the coordinated development of the tourism economic acceleration and the protection of historical culture. Sixthly, we must develop the industry to promote rapid economic development in pastoral areas. Barkol has the favorable natural resource conditions to develop the industry. It will help to elevate the level of economic development of Barkol to develop modern industry focused around the resources development and the deep processing of coal, oil, ect. Seventhly, Barkol has more abundant labor resources, and the contradiction of vast population and limited farmland is still prominent. It is conducive to the broad masses of peasants and herdsmen from the closure to the opening up to accept a new develop concept of development and a new life style, to develop services industries and put enormous pressure on the population into the rich human resources. It is the fundamental approach to ease the contradiction between people and fields, to increase their income and to realize the humanism development. Finally, we need to eliminate some problems brought about by the degradation and desertification of natural grassland, such as a decline in grassland productivity, the obvious contradiction between the grass and animals, and grassland disasters happen frequently. The sustainable development of animal husbandry can be promoted by the grassland improvement.
