It should establish scientific index system of fixed-point measurement and evaluation level and the status quo of the people’s livelihood, the ethnic areas of China and compared between the ethnic minority areas, and the national average gap analysis, velocity analysis and influence factors analysis research progress.As a goal in this paper by means of questionnaire survey barko l county residents to comprehensive evaluation of the current state of the people’s livelihood, to evaluate barkol kazak autonomous county in Xinjiang people’s livelihood level, from the living standards, education status, health status,employment status and social security situation in five aspects for data analysis about the present situation of barkol county people’s livelihood and to evaluate the effect of policy implementation. The survey found barkol county to improve residents’ life policy implemented; Economic development supporting policies to make residents’ income to increase; Dock with the autonomous region education policy, the coordinated development of bilingual teaching; Employment promotion policy extended coverage; Let people poor social security policy help his time, and in sickness.
