The Study Of Government Performance Management Model Based On The Pdca Theory

Beginning with the introduction of performance management theory's background information and present study significance, this thesis wholly analyzes the related concepts of government performance management and profoundly probes into the theory and model of the government performance management's realization. The thesis also analyzes thoroughly the four absent items, which are strategic orientation, data directive property, citizen explorative property and ability consciousness, existed in government performance management"P-D-C-A circulation". Then the author of the thesis creatively puts forward the design ideas, basic structure, model components and functions in constructing the government performance management model in our nation on the basis of PDCA theory. Then, Xiamen example is given to show the feasibility and availability of this model. In the end the author gives a detailed analysis and summary in applying this model in government so as to achieve high proficient government management.Based on the scientific perspective of enterprise performance management and the successful achievements and experiences attained by western countries in government performance managements, the thesis holds that the construction of government performance management model based on PDCA theory can fundamentally solve most of the problems in systems which are avoided temporarily by the government because of the difficulties in dealing with since the reform and opening to the outside world. It can also well handle the relationship between central and local governments, contribute to the optimization and consummation in our government mechanism, improve the overall quality and management ability of the full range of government staff as well as contribute a lot to the construction of a new service-oriented limited government and a high-quality government in line with the requests of WTO. Therefore, it is rather urgent to strengthen the study of government performance management model in combination with China's national conditions.In addition, on the construction of government performance management model grounded on PDCA theory, the thesis believes that performance management is not isolated because the establishment of its system has a series of preparatory work to do and prerequisites to meet. Furthermore, the implementation of performance management is a spiral loop process which circulates continuously based on PDCA rather than just a simple unidirectional process.
