In the intense marketing competition, an enterprise must enhance its overall achievements unceasingly if it wants to have the competitive advantage, which makes Human Resource Management more and more important. The traditional performance appraisal is passive and phasic, so the effective way to enhance organization's achievements is to manage the entire process of staff's performance. It's proved that the Performance Management System based on Management By Object has obtained more and more tangible effect in the practice.This paper takes Wuxi Teckwah Printing&Packaging Co., Ltd. as a background, through analyzing its environment, performance and organizational structure, and creates a Performance Management System based on Management By Object. Researches are made as follows: Absorbing the essence of MBO, a PDCA circulatory system of Performance Management composed of planning, implementing, evaluating and feedback stages is created, which makes performance measurable and unitary with organization's strategy targets. In the planning stage, setting up Objects System is the leading work. In this stage, Balanced Score Card and KPI are used in establishing Overall Objectives and decomposing objectives. Thus organization can avoid putting undue emphasis on the financial norm but neglecting the balanced development. In the implementing stage, the process is managed and controlled by effective empowerment and MBO reviewing meeting. In the evaluation stage, a comprehensive appraisal is composed of objective and competency evaluation, which balanced the score of result and behavior. In the feedback stage, the evaluation results are used in training, human resources decision-making and human resources management system examining, which make the HR decision fair and effective. Finally some of the problems and countermeasures are summarized during the practice.This paper finally draws the conclusion, the Performance Management System is a PDCA circulatory system which causes the performance measurable and controllable, improving the staff's ability while achieving organization's strategic target. Thorough the research of establishing and implementing the Performance Management System on the basis of MBO in Wuxi Teckwah Printing&Packaging Co., Ltd., this paper aims to offer one kind of mentality on HR management forsome organizations.
