An Approach On The Reverse Effects And Conversion Mechanisms Of Public Administration Of The Sanmenxia Dam

Public administration refers to how to design and provide public services and the government management task. However, reverse effects refers to the opposite of expected results caused by social intervention. Though many public projects are nearly comprehensive, design perfect, and control measures well done , the result achieved may be out of expected of us and go to the opposite. The emergence of reverse effects to prove that the activities of the public administration, there are loopholes and shortcomings, the need for timely detection and make up, so that the pre-designed to continue to implement it smoothly to achieve the desired objectives, and similar activities for the future provide valuable experience. At the same time, the system also shows that there are certain factors that can interact and lead to a reversal in the strength of the results, that is, the conversion mechanism. It produces a great threat to public administration, reducing public goods and efficiency in the use of public services, the impact of government in people minds the prestige and image, resulting in the successful implementation of public works. Research on the conversion mechanism, the ultimate goal will help to clarify the objectives and expected deviations to identify factors that the law of interaction, making the final to avoid reverse effects.According to the theory of the conversion mechanisms of public administration put forward by Sieber, this paper takes the example of the Dam of Sanmenxia to illustrate construction process, the immigration, power generation, flood control, sediment blocking decision-making process, such as feedback process execution consequences. The article analyses the conversion mechanism of reverse effects in public projects. And it also investigates the influence of the change of the conversion conditions, and provides relevant experiences.
