Government performance evaluation have become a hot topic in public administration. As a management methods and tools, it can monitor government actions, improve government performance, shape government image, promote government reform. So many countries in the world support and attach importance to it. As a developing country, with constantly deepening reform, expanding opening up the process, China gradually be aware of the advantages of performance evaluation, the government began to implement performance evaluation.Firstly, based on the government performance and Balanced Scorecard theory, this paper select government organizations as the research object and take Qinhuangdao City Procuratorate as an example. Next, combining the function characteristics of the prosecution, according to SMRT principles from internal construction and management, learning and development, business functions and public services four aspects, we use BSC and AHP to determine index and its weight. At last, we build the performance evaluation index system of prosecution based on BSC.Secondly, by selecting the appropriate personnel constitute evaluation group, we use fuzzy comprehensive judgement to evaluate the performance of City's Procuratorate. As a results, we can gain scores and rankings of internal construction and management, learning and development, business functions and public services, and ultimately the overall performance scores of City Procuratorate. At the same time, it verifies the feasibility and practicality of index system and methods.Finally, by analysing evaluation results, this paper proposes some reasonable suggestions about performance improvements of Qinhuangdao City's Procuratorate. At the same time, this paper noting that the performance evaluation is a systematic project. Government performance can really improve only if long-term continuous performance evaluation and effective performance improvement plan.
