Civil Servants refers to civil servants,on behalf of the State in the management of public affairs,exercise administrative powers,implementation of national public service personnel.They represent the national social management of public affairs,the exercise of administrative powers,the powers of government personality incarnation.(Where the lack of elaboration of the grass-roots civil servants)exposure to civil servants of state power of the first line,and how their own quality,the size of the ability to work,how to work attitude,directly represents the government's image,the relationship between administrative efficiency and results,the relationship between government performance.Our civil service system was established relatively late,assessment of civil servants,management is still in a relatively backward state,due to various objective and subjective reasons the system design,quantitative indicators,implementation of the system as well as the traditional official standard thinking,etc.,China's civil service examination is not completely play management,monitoring and incentive purposes civil service,improve government efficiency,enhance the image of the government,and even in some regions and sectors,examination results as a reward balance,a mere formality in the process of assessment staff.At present,China has experienced three decades of reform and opening up has made in the economic and social development of the great achievements,but along with the inflow of ideas abroad,our country is in economic transition,conflict-prone period,the quality of civil servants also It received more and more attention.The new generation of central collective leadership eighteen since more and more attention to the management of the civil service,therefore,the civil service examination system study has important and far-reaching significance.Fuzzy comprehensive evaluation is a comprehensive evaluation method based on fuzzy mathematics.The comprehensive evaluation method based on the theory of fuzzy membership degree of the qualitative evaluation into quantitative evaluation,which uses fuzzy mathematics by a variety of factors thing or object to make an overall evaluation.It has a clear result,systematic and strong features,it can solve vague,difficult to quantify the problem.Thus the method of performance appraisal of civil servants for a certain application,to a certain extent,eliminate subjectivity reasonable performance evaluation of civil servants index set and assessment methods,processes and the like.In this paper,the civil service performance appraisal system for the study,which highlights selected indicators and performance evaluation of civil servants performance appraisal methods of these two representative modules.Based on the current situation of civil servants performance assessment,fuzzy comprehensive evaluation method will be introduced to our country among junior civil servants performance appraisal system,while referring to "People's Republic of China Civil Law" assessment requirements in Germany,ability,diligence,and achievements,inexpensive evaluation index based on the test to establish grass-roots civil service performance appraisal of indicators and assessment methods model,the qualitative and quantitative grassroots Public Employees,thereby improving the accuracy and scientific appraisal,in favor of an objective and fair performance evaluation.In order for civil servants promotion,rewards and punishments,adjustments,provide the basis for exchange and further improve the civil servant performance appraisal system.
