The Study On Economic Function Orientation Of The Township Government

Township government is Chinese most basic form of government, which bears publicizing the party's line, principles and implementation of policy, implementing the major policy decisions of Party and state socio-economic development in rural areas. In the 60th years of socialist economic construction, the township government plays a very important role. However,in the process of urbanization, industrial and marketization process, the township government's economic function is undergoing important changes. The past "versatile" township government has not meet the requirements of market economy, while the new service-oriented functions of township governments have not yet been fully established. As the current township government itself not clear their functions, so in the process of playing its economic functions, the inevitable problems are coming. In some economic sectors, the excessively administrative intervention of township government leads to the functions of "dislocation" so that the regional economic development planning is also often out of practical, these phenomena have demonstrated the ability of town government to control the market economy is also increasingly inadequate. Facing the current complicated international and domestic challenges to our economic situation, how the township government to define its economic functions is our urgent need to solve. In this paper, the functions of government economic theory is the theoretical basis of the research,and sort out the history economic functions of township government,and deeply analyze the main problems of the current functions of township government's economic management, try to study scientific orientation of township government economic functions combining the Taopu town of Shanghai. This paper is structured as follows: Chapter I is introduction, including thesis research background, writing meaning, research status; chapterⅡis the theory of the government's economic function analysis; ChapterⅢAnalyzes the evolution of township government economic functions from the perspective of history; Chapter IV analyzes the the main problems of of township government economic functions; Chapter V researches the economic functions orientation of township government puting Taopu Town of Shanghai as a case.
