A Case Study: Orientating Functions And Innovating Institution Of The Township Government In Shaoxing

The township government reform is a huge system project during the new socialist rural construction. The feasibility study of the poly democratic governance mechanisms reform path is supported by many theory research, including: fully evaluating difficulties and challenges of the current township government reform; systemically commenting the government's functions and institutional theory; scientifically judging the history and reality of the township government construction; rationally analyzing the structural contradictions and institutional obstacles of the township government; and objectively evaluating the four pattern of reforming Chinese township government. Based on a case of several township government reform at Shaoxing county, the conclusion, which the poly democratic governance mechanisms based on the long-supply of public goods is the tendency of the township government reform, is deduced through the perspective of the government functions orientation and system innovation and the tools of the "functions-systems" study framework. Of course, there are many conditions to complete the system construction of the poly democratic system governance mechanism, including: the theoretical corner-stone of a democratic model, the logical start point of the establishment of the mechanisms of citizens' democratic expression, the key of arrangement and re-construction relationship among the township governments, and the core of creating a poly political cooperation system. Through the constant growth of a social democracy and the rule of law, the development of the scientific government functions and normalization of the government system innovation, the improvement of the poly democratic governance mechanisms have followed advantages: promoting the construction of grass-roots democracy to eventually construct a responsible and good-governace government; promoting the construction of a harmonious society with "democracy and the rule of law, fairness and justice, integrity and fraternity, and dynamic, stable, orderly, and people live in harmony with nature"; enhancing strengthen the social cohesion of rural areas; enhancing the interaction cooperation capacity of government, market and society; enhancing the capability of the rural communities self-governance and promoting a comprehensive development of the rural society.
